Por lo visto la "cosa" esa que cuelga del arco va a ser un mirador y un restaurante, si no mal recuerdo va a tener 4 carriles por sentido.

sturman@SSC The bridge is a part of a new city freeway, connecting the E22 motorway with the downtown of Moscow.

On it's western section the new road comes across the Serebryanny Bor (the Silver Forest) national park. That is the reason for so non-optional layout of the freeway: it passes the reserved Moskvoretsky forest by a tonnel, and then crosses the Moskva river by a bridge, lying across the water. The main cable-stayed span is supposed to be one of the longest in the world at 409,5m.

This map showes, how the new frw. is situated (the map base by http://roads.ru). The completed section is marked by the green, existing parts to be reconstructed are marked by the blue, and the new construction - by the red:

At the top of the arche some kind of observation deck or restaurant is discussing to be put.

A mi me parece curioso el hecho de que la plataforma sea de metal, en San Petersburgo estan haciendo tambien otros 2 gemelos con la plataforma de metal, sera que los hacen asi para no tener problemas de fraguado del hormigon por las temperaturas?
